I think mainly because she burns through tanks like crazy. If the enemy has two tanks I always go for Cici.

I feel like it's been the opposite for me until this patch despite nothing changing about her dos like before this season I felt like I couldn't do anything vs tanks now it's just like alice and uranus who are annoying to play against
