As the article says Tenz' retirement and LOUD's disappointing performance also almost certainly affected things too but I'd honestly say Sacy's also likely played a large part in the decrease in SEN's average viewership
EMEA I blame the tech pauses honestly
Pacific I'd say the start of 2025 felt like Korean domination which then led to loss in SEA and Japanese viewers at the start and the SEA viewership only slowly coming back now with RRQ, PRX and BOOM doing well oh and probably Paper Rex looking wobbly throughout Stage 1 / kickoff
Third-Party events for Tier 2 has already been opened up for a while now
The issue is just that the big TOs want only the top VCT teams since those give views and the ones that do actually include tier 2 don't get a platform to promote themselves. Doesn't help that VCT teams avoid tournaments that include tier 2 since it damages reputation.
If you also look at the opportunities already available for tier 2 (Challengers) they also do not get the best viewership and companies usually use those statistics to justify if they should host a VALORANT tournament or not
Example, there's a tier 2 Nordics event coming up by Glitched where Metizport, WYLDE, Lilmix, Bitfix, Formulation and HAVU are invited to participate.

Orgs have never been geographically locked to only being allowed to sign a roster in X region
Idk where that rumor came from but orgs are free to sign a roster in whatever region they want (pending Organizer and Riot approval ofcourse)
Russian organizations are allowed to enter VALORANT it is just certain sponsors are prohibited like Lukoil
Russian players are allowed to play tier 2 they just aren't considered a resident in any region atm as Challengers CIS is considered as paused not cancelled completely

Not for this year as far as I am aware, we're only doing the tournament management for Riot so we don't have a say in that really.
This year is a trial run, if Challengers EMEA does really well this year overall then I can imagine Riot would be keen to explore LAN opportunities for it just like how they did for Game Changers EMEA.

I don't think that is what he is saying in his tweet though this feels more like a personal opinion from you.
I interpret his wording to be more related to how VCJ is formatted with the Advance Groups directly into a Playoff bracket and how VCJ has so much investment but only 1 team makes it to Ascension in the end.
The problem with VCJ is that there are too many orgs trying to make Ascension so the salaries just get higher and higher so you'll need to pay a lot for a good roster. It isn't about Academy teams it's simply that FAV has invested for so many years but haven't seen close to any success
